Program Manager – HF Morris County     

CLASSIFICATION:  Full-Time 

LOCATION:  Dover, New Jersey

WORK HOURS: 37.5 hours/week

SALARY: $53,000 – 57,000/year

JOB SUMMARY:

The Program Supervisor for Healthy Families Morris County plays a pivotal role in driving the success of our family‑support programs. This leader oversees day‑to‑day operations, guiding a dedicated team to deliver high‑quality, mission‑aligned services to families in our community. The Supervisor champions excellence by coaching staff, strengthening program practices, and ensuring all activities meet organizational, funder, and regulatory standards.

In this highly collaborative role, the Program Supervisor partners with internal departments and community stakeholders to track outcomes, enhance program performance, and foster a culture of continuous improvement. This position is key to ensuring families receive the compassionate, effective support they deserve.

Essential Functions:

  • Conduct weekly supervision meetings with Family Support Specialists and Program Assistant to review family case plans, progress and any problems directed not only toward assuring quality or service provision, but also toward protecting the integrity and respect of the families served. Supervision time should be directed to assist the staff in supporting the families in developing realistic service plans to enhance the families’ capacity to become empowered to meet their goals.
  • Work collaboratively with Co-Program Supervisor and work as a team to ensure success.
  • Adhere to all Healthy Families New Jersey policy standards.
  • Maintain supervision documents updated, organized and properly stored.
  • Prepare and provide all reports required by the agency and funder.
  • Utilize the FamSys database to monitor staff and program performance.
  • Assign clients to Family Support Specialists.
  • Coordinate all data collection for evaluation of outcomes and program success.
  • Shadow Family Support Specialists 2x/year.
  • Direct coordination of parent workshops and events.
  • Conduct team meetings and provide ongoing staff development.
  • Provide daily support, problem-solving, and crisis management while exercising prudent judgment.
  • Cultivate and maintain community relationships and act as a liaison with community partners.
  • Ensure that staff receive appropriate Healthy Families America and Prevent Child Abuse New Jersey trainings in a timely manner.
  • Track expenses and periodically review program budget status. Create spending plans in accordance with program activities and with approval of direct supervisor.
  • Monitor health trends within the service population.
  • Collaborate with Senior Manager of Home Visitation, funder(s) and technical assistance provider on all levels of program implementation (i.e. staffing, service delivery, data outcomes, and program trends).

Job Requirements:

  • Master’s degree in human services or fields related to working with children and families preferred; Bachelor’s degree with 3 years of relevant experience required.
  • Minimum 4 years of administrative experience, community organization, and staff supervision experience.
  • Knowledge of infant/child development and parent-child attachment
  • Experience with family services that embrace the concept of family-centered and strength-based service provision.
  • Knowledge of maternal-infant health and dynamics of child abuse and neglect
  • Experience in providing services to culturally diverse communities/families
  • Experience in home visitation with a strong background in prevention services to the 0-3 age population
  • Infant mental health endorsement level III or IV preferred
  • Experience with reflective practice preferred
  • Excellent verbal, written and interpersonal communication skills.
  • Excellent organizational skills and attention to detail.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Strong analytical and problem-solving skills.
  • Strong supervisory and leadership skills.
  • Ability to prioritize tasks and to delegate them when appropriate.
  • Ability to function well in a high-paced and at times stressful environment.
  • Proficient with Microsoft Office Suite.
  • Flexible availability to include weeknight/weekend hours as allowed by agency policy
  • Travel throughout New Jersey to obtain required trainings for the model and/or agency
